






On June 18, the People's Government of Guangzhou Municipality issued the "Notice on the Three-Year Action Plan for Promoting the Development of the Intelligent Connected New Energy Vehicle (NEV) Industry in Guangzhou."
The document states that it aims to cultivate the fuel cell vehicle industry. It will thoroughly implement the "Notice of the General Office of the People's Government of Guangzhou Municipality on Issuing Several Measures to Accelerate the High-Quality Development of the Hydrogen Energy Industry" (Sui Fu Ban Gui [2024] No. 16), accelerate the demonstration and application of fuel cell vehicles, and establish a commercial operation demonstration zone for hydrogen fuel cell vehicles. It will leverage policies such as large-scale equipment updates and trade-in programs for consumer goods to encourage the replacement of diesel vehicles used in construction waste management, sanitation, and logistics in Guangzhou with fuel cell vehicles.

Three-Year Action Plan for Promoting the Development of the Intelligent Connected New Energy Vehicle (NEV) Industry in Guangzhou
To thoroughly implement the spirit of the 20th CPC National Congress, the Third Plenary Session of the 20th CPC Central Committee, and General Secretary Xi Jinping's important speeches and instructions during his inspection tour of Guangdong, to refine and implement the specific deployment of "1310" by the Provincial Party Committee and the ideas and measures of "1312" by the Municipal Party Committee, to accelerate the construction of a modern industrial system of "12218," and to promote the high-quality development of the intelligent connected NEV industry in our city, this action plan is formulated.
I. Work Objectives
Focusing on the "three horizontal, three vertical, and three core"1 [1 Three horizontal: NEV (New Energy Vehicle), RV (Robotic Vehicle/Autonomous Vehicle), FCV (Fuel Cell Vehicle). Three vertical: passenger vehicles, commercial vehicles, and public vehicles (vehicles for public use). Three core: core technologies, core components, and core platforms.] development priorities of the automotive industry, we will address weaknesses, leverage strengths, and forge new strengths to build a world-class "Smart Vehicle City." By 2027, initial results will be achieved in the transformation and upgrading of the city's automotive industry, with the scale of the intelligent connected NEV industry continuously expanding. We will strive to achieve the following objectives:
- New Energy Vehicles: Cultivate 2-3 automotive enterprises with an annual NEV production capacity exceeding 500,000 units. The ratio of finished vehicle to parts production value will reach 1:0.6. The brand influence of finished vehicles and key components will significantly increase, and the innovation capability in core technologies will lead the country. The infrastructure for electric vehicles will be increasingly improved, and fuel cell vehicles will achieve initial commercial application.
- Intelligent Connected Vehicles: The proportion of new intelligent connected vehicles at L2 (inclusive) and above levels will exceed 90%. Application scenarios will be actively opened up to promote large-scale demonstration applications and demonstration operations of autonomous driving. Strengthen the linkage between Guangzhou and Shenzhen, and strive to achieve interconnection and interoperability in the core areas of the Guangdong-Hong Kong-Macao Greater Bay Area.
II. Main Tasks
(I) Intelligent and Electric Transformation Enhancement Project.
1. Expand the scale of the NEV industry.
Support complete vehicle enterprises in accelerating the mass production of new NEV and hybrid vehicle models. For newly mass-produced and launched NEV (including hybrid) passenger and commercial vehicle models, rewards of up to 30 million yuan per model will be granted based on different categories. For new passenger and commercial vehicle models that exceed production thresholds of 30,000 units and 1,000 units respectively in their first full year of production and meet relevant conditions, rewards of up to 100 million yuan per model will be granted in tiers. The total rewards received by each enterprise annually for the above two categories shall not exceed 150 million yuan. For complete vehicle enterprises that achieve a cumulative production of over 100,000 units within three years after the new NEV production line starts mass production, rewards of up to 500 million yuan will be granted annually based on their production volume in tiers, and relevant districts are encouraged to provide matching rewards. 2. Promote the large-scale application of intelligent connected vehicles.
Thoroughly implement the "Guangzhou Municipal Regulations on the Innovative Development of Intelligent Connected Vehicles," improve the testing, demonstration, and operational environment for high-level autonomous driving, and promote the deployment of intelligent connected vehicles in scenarios such as shared mobility, cleaning and sanitation, and smart logistics in stages, fields, and tiers, gradually advancing cross-regional operations and city-wide openness of autonomous vehicles. A 30% subsidy, up to 200,000 yuan per vehicle, will be provided for the closed-course testing fees for road testing and demonstration operation vehicles of autonomous driving, as well as for the model certification and detection fees. Support the large-scale production of autonomous vehicles, and grant rewards of up to 50 million yuan per model in tiers for autonomous driving models that have an application volume of over 1,000 units and meet relevant conditions. 3. Cultivate the fuel cell vehicle industry.
Thoroughly implement the "Notice of the General Office of the Guangzhou Municipal People's Government on Printing and Distributing Several Measures to Accelerate the High-Quality Development of the Hydrogen Energy Industry" (Sui Fu Ban Gui [2024] No. 16), accelerate the demonstration and application of fuel cell vehicles, and establish demonstration zones for the commercial operation of hydrogen fuel cell vehicles. Leverage policies such as large-scale equipment updates and trade-in programs for consumer goods to encourage the replacement of diesel vehicles used for construction waste, sanitation, and logistics in our city with fuel cell vehicles. During the policy implementation period, for the first 5,000 fuel cell vehicles newly purchased and registered in our city, with products meeting technical advancement requirements, data having been connected to the relevant information platforms for fuel cell demonstration and application at the national, provincial, and municipal levels, and meeting other relevant conditions, a subsidy of 4% of the tax-inclusive price on the uniform invoice for motor vehicle sales will be provided to the buyer (enterprise or individual), up to 40,000 yuan per vehicle. Support fuel cell vehicle (FCV) operating enterprises in building hydrogen refueling stations along users' vehicle operation routes, and provide users with integrated operational service solutions covering vehicle leasing, maintenance, hydrogen refueling, and other services. (II) Core Components Advancement Project.
4. Conduct breakthroughs in core technologies. Support enterprises in conducting breakthroughs in key core technologies in areas such as fuel cell systems and core components, new-type power batteries, smart cockpits, intelligent driving systems, connected communication systems, electronic and electrical architectures, high-precision mapping and navigation systems, automotive simulation testing equipment, and lightweight auto body. Support enterprises in benchmarking against international advanced standards, adhering to the "Four Bests" principle2[2 The "Four Bests" refer to the best chassis, the best superstructure, the best model, and the best platform.], increasing product development and promotion, and creating specialized and refined products for public service fields such as sanitation, medical care, firefighting, hazardous chemicals, and cold chain logistics. For R&D projects in the aforementioned fields, financial subsidies or "subsidy-to-investment" support will be provided through methods such as "public listing of key projects." The support ratio for financial subsidies shall not exceed 20% of the project's R&D investment, with a maximum of 30 million yuan for a single project. The support ratio for the "subsidy-to-investment" approach shall not exceed 50% of the project's R&D investment, with the investment not exceeding 30% of the project unit's equity. 5. Cultivate and expand core components. Encourage complete vehicle or autonomous driving enterprises to open up application scenarios for key core components, automotive software, on-board functional devices, etc., and support the integration of innovative products into vehicles to achieve mutual empowerment. For complete vehicle or autonomous driving enterprises that purchase over 500 units (sets) of innovative products, they will be given rewards for application enterprises for two consecutive years at a rate not exceeding 30% of the product's purchase amount, with a maximum of 30 million yuan per enterprise per year. Support the construction of new production lines for core automotive components such as new-type power batteries, autonomous driving kits, and smart cockpits. For projects with fixed asset investments exceeding 100 million yuan, financial subsidies or "subsidy-to-investment" support will be provided. The support ratio for the "subsidy-to-investment" approach shall not exceed 50% of the newly added fixed asset investment, with the investment not exceeding 30% of the project unit's equity. If financial subsidies are indeed necessary, the support ratio shall not exceed 5% of the newly added fixed asset investment, with a maximum of 100 million yuan for a single project. (III) Supporting System Empowerment Project.
6. Develop "automotive+" application scenarios.
Strengthen the interconnection between automobiles and energy, and vigorously promote the construction of pilot cities for large-scale application of national vehicle-to-grid (V2G) interaction. Encourage original equipment manufacturers (OEMs) to enhance R&D and after-sales services for V2G car models, explore the construction of an "integrated network for electricity charging, storage, and discharge," and carry out multi-modal innovations such as intelligent and orderly charging of new energy vehicles, virtual power plants, and PV+ESS+charging integration. Support V2G pilot project entities in purchasing or investing in the renewal of V2G charging piles and large-power V2G facilities (including bidirectional battery swapping stations). Promote the participation of V2G facility users and aggregators in the construction and operation of local virtual power plants. Allocate no more than RMB 30 million annually for incentives, including: construction subsidies of no more than 50% of the investment amount for enterprises or users purchasing or investing in the renewal of V2G facilities (platforms), and incentives of no more than RMB 5 per kWh for the electricity discharged by V2G facilities, with the total incentive funds not exceeding RMB 20 million. Provide subsidies for active power demand response (no more than RMB 3.5 per kWh), reactive power demand response (no more than RMB 0.12 per kVARh), and subsidies for the reserve capacity of virtual power plants equipped with technical support systems and capable of minute-level real-time regulation (no more than RMB 0.01 per kW·h), with the total incentive funds not exceeding RMB 10 million. Deepen the integration of automobiles and transportation, and encourage social capital to participate in the pilot construction of "vehicle-road-cloud integration." Support the accelerated promotion and application of intelligent connected vehicles (ICVs). For projects that comply with the "Guangzhou Municipal Demonstration Application Scenario Catalog for Intelligent Connected Vehicles (Vehicle-to-Everything, V2X)," provide support of no more than RMB 10 million per project, and no more than RMB 30 million per enterprise annually, based on no more than 30% of the transaction value of ICVs, autonomous driving equipment, or related hardware and software for ICV technologies. Explore the mutual promotion of automobiles and low-altitude applications. Support technological breakthroughs, infrastructure construction, and commercial applications of flying cars. Explore low-altitude application scenarios such as manned tourism and sightseeing, emergency rescue, and transportation, and build a three-dimensional intelligent transportation system integrating land and air. 7. Build core public service platforms.
Support inspection and testing institutions in establishing a quality and safety testing and evaluation system for ICVs and flying cars (including electric vertical takeoff and landing aircraft). Encourage inspection, testing, and certification bodies to obtain overseas accreditation and establish an automotive export service platform. Public service platforms in the fields of inspection, detection, certification, design, development, testing, trading, and services for eligible intelligent connected NEVs will be granted subsidies of no more than 30% of the platform's new investment, with a maximum subsidy of no more than 10 million yuan for a single project. (IV) Quality Improvement Project for Circulation and Consumption.
8. Expand automobile consumption.
Actively plan top-tier automobile racing events and international forums, support the holding of automobile brand exhibition and sales activities, and enhance the capabilities of the Guangzhou International Automobile Exhibition; promote the integration of automobiles with cultural and tourism elements such as exhibitions, events, and local culture, and explore the construction of a Guangzhou Automobile Culture Theme Park; encourage automobile manufacturers to collaborate with automotive financial institutions to carry out sales promotions and provide certain financial support as appropriate. Encourage automobile manufacturers to cooperate with personalized design and modification enterprises to expand the high-grade and personalized automobile consumer market. For passenger car models with an annual modification production of over 1,000 units, one-time rewards of no more than 10 million yuan per model will be granted in different tiers. 9. Explore international markets.
Improve the overseas marketing and service system and encourage automobile manufacturers, dealers, and parts enterprises to go global in a coordinated manner. Facilitate logistics channels with countries participating in the Belt and Road Initiative, leverage international maritime transportation and China-Europe Railway Express channel resources to expand the scale of automobile trade, and establish Guangzhou as a distribution center for the export of complete vehicles and parts. Encourage leading enterprises to accelerate the development of export-oriented car models, establish overseas R&D and production sites, and engage in international capacity cooperation. 10. Strengthen the construction of the entire life cycle.
Improve the comprehensive utilization system for automobile batteries and parts, enhance remanufacturing technology levels, and promote resource recycling. Financial subsidies or "subsidy-to-investment" support will be provided for eligible industrial projects involving the second-life application, disassembly recycling, and remanufacturing of used power batteries. The support ratio for the "subsidy-to-investment" approach will not exceed 50% of the newly added fixed asset investment and will not account for more than 30% of the project unit's equity; where financial subsidies are indeed necessary, the support ratio will not exceed 5% of the newly added fixed asset investment, with a maximum of 100 million yuan for a single project. Districts where the projects are located are encouraged to provide certain supporting support. Cultivate and expand the used car business entities, support the large-scale development of used car circulation, and support the transition of used car brokerage to distribution. III. Safeguard Measures
(1) Strengthen Organizational Leadership. Leverage the role of the Municipal Task Force for Promoting the Development of Intelligent Connected and NEV Industries and the Municipal Office for Intelligent Connected and NEV Industry Development to promptly coordinate major issues and key matters, advance key project construction, and coordinate municipal resources to drive high-quality development of the automotive industry. (2) Optimize Financial Support. Coordinate the use of fiscal funds from municipal departments such as Development and Reform, Science and Technology, Industry and Information Technology, and Commerce to focus efforts and form synergies. Establish a sub-fund for the intelligent connected NEV industry under government investment funds, implement a fault-tolerant mechanism to tolerate normal investment risks, and support industrial funds in focusing on early-stage and small-scale investments in key areas while also facilitating major investment and financing projects. Guide state-owned and private capital to increase financial support and services for automotive industry projects. (3) Strengthen Land Safeguards. Vigorously construct innovation bases for intelligent connected NEVs and industrial parks for core parts, and support the development of specialized industrial parks for intelligent connected vehicles. Adhere to the principle of "land resources following projects," prioritizing the inclusion of automotive industry projects in annual land use plans. Projects listed as key construction projects will receive dedicated land use quotas, while those not listed will be prioritized for coordinated land use quotas, with support provided in project approval and land use applications. (4) Enhance Talent Support. Focus on attracting and nurturing high-end talent in the intelligent connected NEV sector, explore separate quotas for eligible candidates in relevant projects, and encourage districts to provide comprehensive policy support such as housing, children's education, and medical care for qualified domestic and overseas talent. Support regular universities and vocational schools in strengthening the construction of automotive-related disciplines and majors, encourage enterprises to collaborate with regular universities and vocational schools to explore an "order-based" talent cultivation model, jointly establish industry-education integration training bases, and cultivate urgently needed professional and compound talents. This Action Plan shall come into force from the date of issuance and remain valid for three years. The "Opinions of the General Office of Guangzhou Municipal People's Government on Promoting the Accelerated Development of the Automotive Industry" (Sui Fu Ban Gui [2020] No. 25) shall be concurrently abolished.
